Job Description
Roles & Responsibilities
Ensure the smooth functioning of HR operations by providing reliable support, advice and services to teams and partners.
UNOPS will be responsible for providing personnel contract management services to various United Nations agencies in Tunisia. UNOPS will also be responsible for carrying out procurement activities to meet the needs of the different agencies.
The Senior Human Resources Officer administers and implements a wide range of HR plans and processes for office staff. As the primary point of contact for internal and external clients, they provide timely advice, information, and support regarding HR procedures, services, and initiatives, ensuring consistent and client-focused service delivery.
Supports the development and implementation of policies
- Collect, maintain and continuously update data on workforce-related trends, risks and opportunities to inform the development of HR policies and company initiatives.
- Supporting the deployment and implementation of HR strategies and initiatives aligned with company objectives.
- Generate data and statistics on staffing levels to support planning, including the analysis of staff movements.
- Communicate updates to HR policies and new initiatives to management and staff, providing clarifications and guidance as needed.
HR Consulting
- Provide advice on HR systems and processes, including recruitment, contract administration, job management, performance management, and benefits and entitlements, in accordance with UNOPS rules and procedures.
- Provide daily guidance to staff on administrative processes and practices.
- To liaise between HR and internal/external clients, proactively facilitating access to authorized information and services.
- Contribute to a positive onboarding experience by ensuring the prompt processing of onboarding documents.
- Advise supervisors and recruitment managers on recruitment procedures, performance management, learning initiatives and inadequate performance management approaches.
- Support institutional efforts in gender and diversity by providing advice on issues of equity, compliance, inclusion and organizational value.
Talent Acquisition and Management
- Contribute to all stages of the recruitment and selection process, including creating requests, pre-selecting candidates, testing, interviewing, checking references, approvals, communicating offers/rejections and updating the HR system.
- Prepare and calculate the fees of staff under independent contractor (ICA) contracts.
- Advise UNOPS staff, consultants, partners and project personnel on terms of service and rights according to contractual terms, ensuring a smooth and client-focused integration process.
- Keep recruitment plans, lists and tools up to date to promote effective workforce planning and retention.
- Ensure coordination with the Shared Services Centre (SSC) on personnel administration issues.
