The International University Hospital of Rabat (HUIR), affiliated with the International University of Rabat (UIR), is a new university hospital center that will open its doors in 2025. This hospital center of excellence will offer about forty medical and surgical specialties, equipped with a state-of-the-art biomedical platform. With a capacity of 450 beds and places, this futuristic hospital represents an investment of about 2 billion dirhams and will eventually employ more than 1,200 employees.

Mission
Reporting to the Member of the Executive Board in charge of Support Functions at the International University Hospital of Rabat, the HUMAN CAPITAL DIRECTOR plays an essential role in the creation of a supportive work environment that promotes employee satisfaction and the delivery of quality patient care.
He/she has the main mission to manage the human aspect of the hospital by ensuring that the medical and non-medical staff operate efficiently and are in line with the overall objectives of the institution.
In this sense, the Human Capital Director must define the human resources policy (medical, non-medical and professional training) in line with the strategic orientations of the establishment and ensure its implementation and evaluation.
Your main missions will be based on the following axes:
• Strategic aspects:
• Develop and implement the human resources strategy: develop a strategic vision of human resources taking into account the specific needs of the hospital in terms of recruitment, integration, remuneration, training, performance evaluation, career management and administrative management of personnel;
• Ensure the provisional and operational management of medical and non-medical staff: recruitment; continuing education; administrative management of careers and working time;
• Ensure that HR policies and practices are in line with the objectives and values of the hospital;
• Design and implement an HR policy that contributes to attracting, retaining and developing the talent necessary to support the hospital's missions;
• Supporting and advising managers in performance management and supporting the professional development of teams;
• Monitoring thelegislative and regulatory solutions in the field of labour law and human resources management;
• Lead social dialogue and ensure the maintenance of a harmonious environment;
• Implement internal communication actions around HRM;
• Foster a culture of learning and excellence and ensure adherence to the values of the hospital;
• Organize, recruit, lead and develop the teams of the Human Capital Department.
• Operational aspects:
• Recruitment and workforce management: Oversee the recruitment process, from selection to integration, ensuring that the hospital has the necessary qualified staff. Also manages staff movements, including promotions, transfers and departures.
• Training and development: Establish training programmes for the continuous development of staff, ensuring that the skills needed to provide quality care are constantly strengthened.
• Performance Management: Implement performance appraisal systems and feedback mechanisms to ensure staff efficiency and encourage continuous improvement.
• Industrial Relations Management: Manage relations between management and employees, resolve conflicts and promote a positive work environment.
• Legal compliance: Ensure that all HR practices comply with the laws and labor regulations in force in the health sector.
