Job Description
Roles & Responsibilities
1. DCL Portal & Test Request Management
Independently navigate and operate the Dubai Central Laboratory (DCL) online portal (EMTX system).
Generate, submit, and manage Inspection & Test Requests (ITRs) for all materials on-site and from third-party batching plants.
Track test request progress, download certified test reports, and maintain a structured digital archive.
Coordinate directly with DCL laboratory technicians and inspectors to schedule sample pickups and witness testing.
Ensure all ITR submissions are complete with correct project reference numbers, lot information, mix codes, and sample descriptions.
Resolve portal-related discrepancies, correct data entries, and liaise with the DCL helpdesk when required.
2. Materials Testing & Quality Control
Oversee and coordinate all construction materials testing including but not limited to:
Concrete: Compressive strength (cubes & cylinders), flexural strength, splitting tensile, slump, density, air content, temperature, bleeding
Durability: Water absorption, water penetration under pressure, ISAT, RCPT (Rapid Chloride Penetrability), chloride migration coefficient (NT Build 492)
Chemical: Chloride and sulphate content in hardened concrete
Steel Reinforcement: Tensile, yield, elongation, and bend tests
Asphalt: Marshall stability, bulk density, VMA, VFA, binder content, gradation analysis
Aggregate: Sieve analysis, Los Angeles abrasion, flakiness & elongation index, water absorption
Soil & Sub-base: CBR, Proctor compaction, Atterberg limits, sand equivalent, particle size distribution
Conduct fresh concrete tests on-site (slump, temperature, density, air content) or witness testing at the batching plant.
Ensure sampling frequency and testing protocols conform to approved Quality Control Plans (QCPs) and project specifications.
Prepare and submit trial mix designs for Consultant and Client approval, including statistical analysis reports.
3. Mix Design & Material Approval
Develop and review concrete mix designs in accordance with project specifications (C30, C40, C50/60, C60/20 and above).
Prepare Method Statements and Material Submittals for Consultant and Client approval (RTA, Dubai Municipality).
Submit Material Approval Requests (MARs) and Track Material Approval status through the project document management system.
Assess and approve proposed sources of aggregates, cement, GGBS, fly ash, micro silica, admixtures, and reinforcement steel.
Conduct pre-qualification assessments of concrete suppliers and ready-mix plants (Unimix, Emirates Beton, Gulf Precast, etc.).
4. Site Quality Assurance & Inspection
Inspect incoming materials against approved submittals, delivery tickets, and test certificates.
Issue Non-Conformance Reports (NCRs) and Corrective Action Requests (CARs) when materials or test results fall outside specification limits.
5. Reporting & Documentation
Prepare weekly and monthly material testing summary reports, including statistical analysis of compressive strength results.
Maintain up-to-date Material Test Registers and compliance logs for all test types.
Compile Trial Mix Summary Reports encompassing fresh and hardened concrete test results for DCL and independent laboratory results.
Provide regular updates to the Lead Material Engineer and QA/QC Manager on materials compliance status.
Prepare formal correspondence for DCL lab queries, retest requests, and calibration documentation.
6. Laboratory Coordination
Act as the primary point of contact between the site team and testing laboratories (DCL, Independent Labs).
Liaise with the Contractor's QA/QC team, project engineers, and subcontractors on daily material requirements.
Coordinate with RTA and Dubai Municipality inspectors during compliance audits and site inspections.
Participate in pre-construction and materials review meetings with the Consultant and Client team.
Desired Candidate Profile
Bachelor’s degree in civil engineering, Materials Engineering, or related discipline.
5–10 years of relevant experience in construction materials testing, QA/QC, and quality management.
Minimum 3 years of experience on UAE infrastructure projects (metro, highways, bridges, or marine works).
Demonstrated experience working on RTA-approved projects (metro, red line extensions, or road infrastructure) is highly preferred.
Previous experience as a Material Engineer on projects involving Dubai Central Laboratory (DCL) is an advantage.
