Job Description

Roles & Responsibilities

Responsibilities:

    • Establish, update, and maintain the procurement governance framework, policies, processes, procedures, manuals, and templates for consultants, contractors, suppliers, and long lead items, aligned with QIC governance, CPU policies, and Delegation of Authority.
    • Define procurement stage gates, approval pathways, assurance checkpoints, and detailed RACI matrices applicable across all projects and delivery models.
    • Develop and implement scalable procurement strategies aligned with Qiddiya Investment Company objectives, programme sequencing, risk allocation, and delivery priorities.
    • Establish and manage procurement frameworks for consultants, contractors, and suppliers to enable consistency, speed, governance, and controlled flexibility across asset types.
    • Act as the functional lead for procurement of consultants, contractors, specialist suppliers, and strategic packages, providing governance and assurance over sourcing strategies, tender approaches, and supplier selection.
    • Lead strategic and critical procurement initiatives, including high risk and capacity constrained categories (e.g. tower cranes and long lead items), ensuring market capacity, value optimization, and delivery certainty.
    • Provide market intelligence, supplier insights, and strategic recommendations to senior leadership to support informed decision making and proactive risk management.
    • Establish and oversee supplier evaluation, performance management, and risk frameworks, covering delivery performance, quality, commercial behavior, HSE, and ethical compliance.
    • Monitor procurement risks and implement mitigation strategies to address supply chain disruptions, capacity constraints, and performance issues.
    • Act as QDC s primary interface with the Central Procurement Unit, ensuring alignment with CPU processes, approvals, and sourcing strategies while safeguarding project and programme delivery objectives.
    • Support Business Units and Project Directors with specialist procurement expertise, assurance reviews, and escalation support, without assuming project level execution accountability.
    • Lead the build up, structuring, and development of the HQ Procurement function, including definition of the target operating model and matrix support to projects.
    • Coordinate input from Business Units on procurement processes, standards, and lessons learned, updating documentation as part of the continuous improvement cycle.
    • Support the HQ Executive Director in preparation of executive presentations and submissions for business line strategies, procurement approvals, budgets, and governance forums.
    • Accountable for delivery of assigned HQ special initiatives or procurement programs, including approvals, reporting, stakeholder management, and closeout.
    • Lead or support preparation of training materials for procurement policies and processes, and participate in training, mentoring, and capability building programs across QDC.

Education

    • Bachelor s degree in architecture or engineering is minimum.

Specific Skills Required

    • Significant experience (5+ years) in KSA within large scale developments or giga projects.
    • Thorough knowledge of procurement governance, strategic sourcing, and supply chain management principles.
    • Proven experience establishing procurement frameworks, policies, and assurance models for complex, multi project programs.
    • Strong understanding of multiple delivery models, including Self Delivery, Construction Management, Delivery Partner, and Traditional contracting.
    • Demonstrated experience in strategic and long lead procurement, market engagement, and supplier capacity management.
    • Proven leadership in providing central functional procurement services to internal BUs and senior stakeholders.
    • Strong stakeholder management skills across executive leadership, project teams, CPU, consultants, contractors, and suppliers.
    • Excellent verbal and written communication skills.
    • High level of professionalism, judgment, and commercial acumen.
    • Strong problem solving and risk management capability.
    • Excellent time management and ability to operate effectively under pressure.

Experience

    • 25 years experience, of which at least 5 years must be in a senior leadership role overseeing construction delivery or project execution within large programs or the consulting / delivery industry.

Desired Candidate Profile

Bachelor s degree in architecture or engineering is minimum.

Master s Degree in related fields is preferred.
