Roles & Responsibilities

Responsibilities

1. Directs, controls and verifies all actions taken by the HQ Area and Complementary Personnel Section which have an impact on area staff members, including recruitment, appointment, promotion, transfer, assignment, entitlements, medical insurance plans, separations, etc; ensuring compliance with Staff Regulations and Staff Rules, Staff Management Directives, Instructions, Circulars and Personnel manuals.

2. Provides regular support to the supervisor on HQ and broader issues with Agency-wide implications, in particular :

2.1. Provides support to HR teams in HQ and Field Offices on HR relates and policies issues that have an impact on the HR service delivery on the corporate level.

2.2. Reviews, documents, systemizes and analyses various personnel cases of similar nature; on this basis, develops systemic solutions the broader categories of issues and proposes changes or amendments to the current personnel policies and directives for application Agency-wide ; participates in developing guidelines; reviews and establishes standard operating procedures (SOPs) to ensure efficiency;

2.3. Conducts research and analysis to assist with HR s response to actual appeal cases as requested;

2.4. Identifies and recommends staff development objectives and training opportunities to achieve the goals of the ACPSS in addition to co-ordinating and conducting on the job training for more junior Area Personnel staff ;

2.5. Liaises with staff representatives to clarify staff entitlements and investigate complaints or issues raised ;

3. Reviews and recommends to the supervisor decisions on complex and/or special cases related to Area staff entitlements Agency-wide, and prepares related correspondence; provides verbal and written explanations on the application of Personnel Rules, Regulations and Procedures to the management as required, and advises when necessary on matters that may have an impact on personnel and staff management aspects in individual situations or Agency-wide; coordinates on-going up-dates and amendments to the Agency s rules, personnel directives and procedures and ensures that administrative instructions and new policies are accurate and communicated quickly and clearly;

4. Determines eligibility of Headquarters Area Staff members for benefits in accordance with the provisions of Staff Rules, Regulations and Directives and prepares, or supervises preparation, of corresponding personnel actions, and advises Department Heads of determinations concerning their staff; accordingly,

5. Provides systematic briefing arrangements for new entrants to Agency Headquarters and for retirees; counsels staff members on personnel matters;

6. Supervises the management of documents within the Area and Complementary Personnel Services Section in HQ; ensures confidentiality and overall accuracy of the personnel files and other records;

7. Prepares or supervises the preparation of statistical and other reports relating to, inter alia, staff entitlements, years of service, categories of employment;

8. Performs other duties as may be assigned by the supervisor.

Desired Candidate Profile

Education

Advanced university degree (Master s or equivalent) from an accredited education institution in business or public administration, human resources management, behavioral or social sciences, or a related discipline.

Work Experience

At least seven years of progressively responsible relevant experience in human resources and/or personnel and general administration, of which at least three years should have been in a supervisory capacity is required. Additional exposure to human resources specific workshops and/or training is desirable. Professional Human Resources Management Training is desirable. Knowledge of UNRWA's Staff Rules and Regulation is desirable.
