Job Description

Roles & Responsibilities

Lead the development and implementation of OOMCO learning and development strategies and procedures that are aligned with the company s objectives.

Develop and maintain the competency framework according to company strategy.

Conduct Skill-Gap Analysis using performance data, succession plans, and competency assessments for employees at all levels

Lead the designing and delivery of all training tools such as e-learning, internal/external courses, library as well workshops and conferences.

Help the managers to develop their team members through career pathing and available learning tools and job requirement to ensure the ROI to the company.

Develop and implement the internal learning and coaching by identifying the high-knowledge leaders and preparing them to deliver the know-how.

Control and monitor the learning and development system and calendar within the applicable timeline to avoid unplanned tasks and maintain the training budget on-time delivery.

Develops and monitors spending against the training budget to avoid overspending and maintain the company s overall expenses.

Conduct follow-up studies of all completed training to evaluate and measure results of both the employees and the vendors, and close any gaps in the learning & development cycle.

Assist in developing and maintaining learning and development policies and procedures to cope with the company s needs and requirements.

Lead the development and implementation of OOMCO Performance Management strategies and procedures aligned with the company s goals.

Partner with the Strategic Planning team to align the objectives and KPIs with the company s strategic goals and direction.

Support managers and employees in setting SMART KPIs and scorecards and in conducting performance reviews.

Lead the communication and training sessions related to the performance management cycle.

Analyze performance data and provide insights for talent decisions, including promotions, development, and rewards.

Support integration of performance outcomes with succession planning and career development.

Assist in developing and maintaining performance management policies and procedures to cope with the company s needs and requirements.

To recommend and maintain continuous improvement within OOMCO HR & Administration framework to enhance employee welfare and optimize cost.

To lead the function s digitalization in line with best-fit practices.

Desired Candidate Profile

Bachelor Degree in Human Resource management or Equivalent

Professional certifications such as CIPD or training & development credentials are an advantage.

Minimum Experience:

Minimum of 8 years on Human Resources Department and 6 years on similar job profile.

Strong facilitation and presentation skills

Stakeholder management and business partnering

Data-driven decision-making and reporting skills

Project management and process improvement

Proficiency in LMS platforms and HR analytics tools

Excellent communication skills (Arabic and English)
