Job Description
Roles & Responsibilities
Location: Dubai, United Arab Emirates

Reports To: Chief Executive Officer / Managing Director
About the Role
Our client is seeking a seasoned HR Manager to lead the transformation of its HR function and drive the implementation of a new organisational structure.
Key Responsibilities
- Lead the design, revision, and implementation of HR policies, procedures, and manuals in line with UAE labour law.
- Oversee the end-to-end HR function including employee relations, performance management, payroll oversight, and compliance.
- Drive the rollout of a new company structure, including redefined roles, reporting lines, and KPIs.
- Advise senior management on employment matters, conflict resolution, and disciplinary actions.
- Ensure full compliance with UAE labour regulations, visa processes, contract renewals, and legal requirements.
- Implement effective HR systems, reporting frameworks, and internal controls.
- Provide coaching and leadership to department heads on people strategy and workforce planning.
- Foster a culture of transparency, accountability, and operational excellence.
- Involved in OD, redefining Organization Structure and creating Organization chart.
Desired Candidate Profile
Our client is seeking a seasoned HR Manager to lead the transformation of its HR function and drive the implementation of a new organisational structure.
This is a strategic and hands-on role for a functional HR expert who understands the complexity of UAE labour law, employee relations, and policy development while also being comfortable leading change, enforcing compliance, and establishing best-in-class people practices.
Candidate Requirements
- Minimum 8 years of progressive HR experience, with at least 5 years in a leadership/managerial role in the UAE.
- Proven expertise in UAE labour law, HR compliance, employee relations, and organisational design.
- Experience rolling out policies and procedures from scratch.
- Demonstrated ability to implement structural change and manage resistance during transformation.
- Strong leadership, communication, and problem-solving skills.
- Bachelors degree in Human Resources, Business Administration, or related field (Masters preferred).
