Job Description

Roles & Responsibilities

HR Operations & Governance

  • Own and manage the full employee lifecycle: hiring, onboarding, development, performance, and exit.
  • Establish and enforce HR policies, procedures, and internal controls.
  • Ensure compliance with Saudi Labor Law, Nitaqat, and regulatory requirements.
  • Act as the final HR authority for employee-related decisions and escalations.

Recruitment & Workforce Planning

  • Lead recruitment activities for all departments (local and expatriate hires).
  • Define manpower requirements, job descriptions, and role structures.
  • Coordinate interviews, offers, onboarding, and probation evaluations.
  • Support Saudization planning and workforce balance.

HR Systems & Data Control

  • Oversee HR systems including Qiwa, Muqeem, GOSI, Absher, and ERP.
  • Ensure data accuracy, reporting integrity, and timely updates.
  • Monitor contract renewals, iqama expiry, and workforce compliance.

Performance, Discipline & Employee Relations

  • Implement performance monitoring frameworks and evaluation cycles.
  • Handle employee relations, grievances, and disciplinary actions.
  • Ensure fair, documented, and compliant HR decisions.

Reporting & Management Support

  • Prepare and present monthly HR dashboards covering:
    Headcount & turnover
    Recruitment status
    Saudization & visa utilization
    Compliance risks
    Workforce distribution (office vs site)
  • Provide management with actionable HR insights and recommendations.

Team Leadership

  • Lead and supervise HR officers, government systems staff, and PRO coordination.
  • Assign responsibilities, monitor output, and ensure accountability.
  • Identify skill gaps and support HR team development.

Desired Candidate Profile

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • +5 years of progressive HR experience in Saudi Arabia.
  • Strong hands-on knowledge of:
    Saudi Labor Law
    Nitaqat & Saudization
    Qiwa, Muqeem, GOSI, Absher
    HR ERP systems
  • Proven experience building or restructuring HR operations.
  • Strong communication skills
  • Confident decision-maker with the ability to challenge and guide management when required.
