Job Description
Roles & Responsibilities
Policy & Procedures
Design, write, and implement the group's internal HR policies and procedures across all entities
Ensure policies are practical, enforceable, bilingual where required, and aligned with Saudi Labor Law
Establish a policy review cycle and version control system
Job Architecture & Grading
Develop a group-wide job evaluation and grading framework
Define salary bands per grade, benchmarked against relevant market data
Produce standardized job descriptions for all functions across all entities
Establish a clear career pathing structure for key roles
Performance Management
Design and implement a group-wide KPI framework — starting with critical operational metrics and scaling to full coverage
Build the annual performance appraisal cycle, tools, and calibration process
Develop competency frameworks for managerial and professional roles
Train line managers on performance conversation standards and appraisal delivery
Organizational Design
Assess current organizational structures across entities and identify gaps, redundancies, and misalignments
Recommend and support restructuring where operationally justified
Maintain updated org charts across the group
Advise on spans of control, reporting lines, and role clarity
Succession & Talent Structure
Identify critical roles across the group and map succession readiness
Support the development of high-potential employee tracking frameworks
Coordinate with Talent Acquisition on workforce planning inputs
Desired Candidate Profile
8–12 years of progressive HR experience
Minimum 3–4 years in a dedicated OD role with full ownership of deliverables
Demonstrated experience designing job grading systems, KPI frameworks, and HR policy architecture from scratch
Background in industrial, contracting, manufacturing, or multi-entity environments is strongly preferred
Experience operating within the Saudi market is required — familiarity with Saudi Labor Law, Nitaqat, and the local workforce dynamic is non-negotiable
Technical Skills
Proficiency in job evaluation methodologies — Hay, Mercer, Willis Towers Watson, or equivalent
Strong policy writing capability — structured, precise, and enforceable
Competent in building structured Excel-based HR tools
Familiarity with HRMS platforms
Fluency in English is required; Arabic proficiency is a strong advantage
