Job Description
Roles & Responsibilities
Job Purpose Manage end-to-end recruitment and mobilization to ensure timely hiring, proper documentation, and smooth onboarding aligned with manpower requests and project/division requirements.
Key Responsibilities Manpower Planning & MR Control • Collect manpower requests (MRs) from all divisions in the approved format and maintain a consolidated MR tracker. • Validate MR details (job title, quantity, salary range, nationality preference, joining date, project/division, approvals). • Provide weekly manpower status reports: open positions, shortlisted, selected, mobilizing, joined.
Sourcing & Screening • Source candidates via agencies, job portals, referrals, and internal database. • Screen CVs, conduct initial interviews, and shortlist suitable candidates based on JD and requirements. • Coordinate technical interviews with division heads and schedule final approvals.
Offer, Mobilization & Onboarding Coordination • Prepare offer proposals for approval and coordinate issuance of offer/appointment letters (as per company policy). • Coordinate mobilization steps: medical, visa/entry requirements, travel, joining schedule (as applicable). • Ensure onboarding checklist completion: employee file creation, document verification, ERP employee creation, bank details, division/project tagging.
Documentation & Compliance • Ensure recruitment communication is properly recorded (email trail, approvals, interview feedback). • Maintain complete recruitment files: CVs, interview notes, approvals, offers, joining confirmations. • Ensure no onboarding is completed without required documents and approvals. Stakeholder Coordination • Coordinate closely with division admins, PRO (if applicable), payroll team, and HR operations. • Provide proactive updates—flag risks early if joining dates cannot be met.
Key Deliverables (KPIs) • Time-to-fill targets achieved for priority roles. • 100% MR tracker accuracy and weekly reporting on time. • Joining date confirmations issued and communicated in advance. • Zero onboarding gaps (no missing documents; correct division/project tagging). • Recruitment documentation maintained and audit-ready.
Qualifications & Experience • Bachelor’s degree (HR/Business preferred). • 3–5 years recruitment experience (Qatar/GCC preferred). • Experience hiring for multi-division operations/projects is an advantage. • Strong proficiency in Excel and HRMS/ERP recruitment/onboarding modules.
