Job Description
Roles & Responsibilities
Lead the planning and execution of large-scale master plan developments (mixed-use, residential, commercial, hospitality, infrastructure).
Define land use strategy, density allocation, phasing plans, and development positioning aligned with corporate objectives.
Oversee market research, feasibility studies, and highest-and-best-use analysis.
Direct financial modeling, ROI/IRR analysis, and investment appraisals to support development decisions.
Prepare and present business cases, development strategies, and funding requirements to Executive Management and Board.
Manage master planners, urban designers, architects, and engineering consultants to deliver concept and detailed master plans.
Ensure integration of infrastructure networks (roads, utilities, drainage, public realm, transport systems) into master planning.
Lead coordination with government authorities and planning departments to secure zoning approvals, permits, and regulatory compliance.
Develop and implement phased development strategies aligned with infrastructure readiness and market absorption rates.
Oversee preparation of design guidelines, development control regulations, and plot sale documentation.
Drive value engineering initiatives to optimize development cost without compromising quality or vision.
Identify and mitigate development risks (market, financial, regulatory, technical).
Coordinate cross-functional teams including Finance, Legal, Commercial, Sales, Marketing, and Project Delivery.
Lead stakeholder engagement including investors, joint venture partners, infrastructure providers, and community representatives.
Ensure integration of sustainability, ESG principles, and smart city initiatives within the master plan.
Monitor development performance metrics and ensure alignment with approved budgets and timelines.
Manage consultant contracts, deliverables, and performance evaluations.
Desired Candidate Profile
Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, Real Estate Development, or related field (Master’s degree preferred).
12–18+ years of progressive experience in real estate development, master planning, or large-scale mixed-use projects.
Proven track record in delivering large master-planned communities from concept through approvals and phased execution.
Strong expertise in land use planning, zoning regulations, infrastructure integration, and urban design principles.
Demonstrated experience in feasibility studies, financial modeling, investment appraisals (ROI, IRR, NPV), and development budgeting.
Deep understanding of regulatory frameworks, planning approvals, and government liaison processes (preferably within GCC markets).
Experience managing multidisciplinary consultant teams (master planners, architects, infrastructure engineers, environmental consultants).
Strong commercial acumen with ability to structure development strategies aligned with market demand and corporate objectives.
Proven ability to lead cross-functional teams and coordinate with Finance, Legal, Sales, Marketing, and Project Delivery.
Experience in phased development planning and infrastructure roll-out strategies.
Knowledge of ESG principles, sustainable urban planning, and smart city frameworks.
Excellent negotiation, stakeholder management, and presentation skills (Board-level exposure preferred).
Strong analytical and strategic thinking capabilities with high attention to detail.
Ability to manage multiple large-scale projects simultaneously in a fast-paced environment.
Professional certifications (PMP, RICS, MRICS, or equivalent) are an advantage.
