Job Description
Roles & Responsibilities
The Governance and Risk Management Department is responsible for strengthening the Ministry s governance framework, ensuring compliance, and managing risks across all operations. The department develops and implements governance policies and procedures in line with national and international standards, while monitoring departments adherence to laws, regulations, and internal policies. It also ensures compliance with quality standards and oversees the management of institutional records.
The department updates the Delegation of Authority Matrix annually in coordination with other departments and conducts regular reviews of governance practices to improve transparency and accountability. It also supervises the formation of internal and external committees that support the Ministry s work at various levels.
In terms of risk management, the department develops a comprehensive framework to identify, assess, and address potential risks, ensuring business continuity during crises and emergencies. It manages the Risk Register, monitors the effectiveness of risk management systems, and conducts forward looking studies to anticipate challenges and recommend appropriate action plans that support institutional resilience and sustainability.
Main Job Duties & Responsibilities:
- Developing and overseeing the implementation of frameworks, policies, and procedures related to corporate governance and compliance, in alignment with national and international best practices and standards.
- Monitoring compliance and ensuring that all operations and policies adhere to applicable laws and regulations.
- Ensuring adherence to total quality standards and maintaining institutional records in accordance with government requirements and international standards.
- Developing and annually reviewing the delegation of authority matrix, in coordination with other departments, and ensuring alignment with the organizational structure.
- Conducting periodic evaluations of the effectiveness of the governance system and proposing improvements to enhance institutional transparency and accountability.
- Overseeing the formation of internal and external committees administrative or operational to support the Ministry s functions at all levels, including establishing the necessary frameworks and guidelines.
- Developing and maintaining a comprehensive risk management framework that identifies, assesses, and addresses risks to ensure business continuity during crises, emergencies, and disruptions.
- Establishing and managing the Ministry s risk register and providing recommendations for addressing identified risks in coordination with relevant departments.
- Monitoring and evaluating risk management systems and their implementation mechanisms.
- Conducting foresight studies and risk analyses to identify potential challenges and propose appropriate response plans.
- Preparing periodic risk reports that include recommendations to address emerging issues and enhance institutional sustainability.
- Following up on institutional process re-engineering efforts with relevant departments to ensure efficiency and reduce risk exposure.
Skills
- A bachelor's degree in Business Administration or within a related field.
- 10 plus years of experience in a related field.
- Knowledge of legal and regulatory aspects.
- Proficiency in Arabic & English language.
- Computer literacy and proficiency in relevant applications.
