Job Description
Roles & Responsibilities
� Job Title: HR & Operations Manager
� Location: Saudi Arabia
� Industry: Gaming Retail, Distribution & Esports
� Experience Required: Minimum 8 years in Saudi Arabia, 4+ years in HR/legal (preferably in retail)
� Position Summary:
We are looking for an experienced and driven HR & Operations Manager to lead and execute end-to-end human resources and legal functions for our Saudi operations. The ideal candidate will be well-versed with Saudi labor laws, licensing, and regulatory requirements. This role will also be responsible for setting up people processes, resolving internal issues, coordinating with PROs and lawyers, and ensuring full legal and compliance coverage across all departments.
✅ This role requires Arabic fluency, deep knowledge of Saudi systems like GOSI, Qiwa, Mudad, Absher, and a strong leadership presence to handle grievances, KPIs, and court representation if needed.
� Key Responsibilities
� Human Resources (Standard + Gaming/Retail-Specific)
- Employee Lifecycle Management
- Handle recruitment, onboarding, training, exit interviews, and Saudization targets.
- Create and manage employment offers, probation evaluations, appraisals, and termination notices.
- Implement company policies, procedures, and employee handbooks as per Saudi labor law.
- Team Development & Leadership
- Develop and implement a Saudi team development plan focusing on upskilling local talent.
- Mentor and support line managers in managing team performance and conflict resolution.
- Foster a culture of productivity, respect, and ownership, especially among junior Saudi staff.
- Payroll & Compensation
- Ensure accurate, timely salary processing, leaves, overtime, bonus, and GOSI contributions.
- Manage payroll compliance with Mudad & Wage Protection System (WPS).
- Ensure all deductions, insurance, and benefits are well documented and shared with employees.
- Grievance & Conflict Management
- Act as the official point of contact for all staff grievances.
- Investigate and resolve complaints in a timely and confidential manner.
- Mediate between departments or individuals where necessary.
- KPI & Performance Appraisals
- Set up KPI frameworks across all departments.
- Conduct bi-annual performance reviews, improvement plans, and incentive strategies.
- Staff Facilities & Welfare
- Manage staff healthcare, insurance claims, travel arrangements, accommodation (if needed).
- Ensure policies for sick leave, maternity leave, and workplace safety are followed.
⚖️ Legal & Compliance (Standard + Saudi-Specific)
- Contract & Legal Documentation
- Draft, review, and maintain contracts for employees, vendors, consultants, and partners.
- Maintain updated records of all legal documents including CR (Commercial Registration), licenses, and regulatory filings.
- Protect the business through properly documented NDAs, MOUs, and employment contracts.
- Government Relations & PRO Management
- Coordinate all GOSI, Mudad, Qiwa, Absher, and Ministry of HR tasks.
- Ensure accurate reporting and data uploads as required by Saudi Ministry Portals.
- Manage renewals of Iqama, visas, and Saudi council registrations with the appointed PRO.
- Regulatory Compliance
- Ensure compliance with Saudi Labor Law, Saudization requirements, civil defense codes, municipality approvals, and cultural licensing (especially for gaming/media).
- Regularly audit and report on company’s legal standing with authorities like MCIT, SFDA, and MOMRAH (if applicable).
- Licensing (Business + Gaming)
- Handle all media and video game licenses, including approvals from regulatory bodies.
- Renew gaming-related distribution permits, import/export licenses, and company trade licenses.
- Insurance Management
- Ensure the company has appropriate coverage: medical, workmen’s comp, business, product liability, etc.
- Optimize costs by sourcing and negotiating with local insurance providers.
- Legal Dispute & Representation
- Serve as company representative in labor disputes, commercial lawsuits, and legal hearings.
- Coordinate with external legal firms as needed for documentation or court proceedings.
- Handle any notices from the Labor Office, Municipality, or related bodies professionally.
- Record-Keeping & Reporting
- Maintain a legal risk and compliance calendar to track license renewals, filing deadlines, and court dates.
- Generate monthly HR and legal reports for leadership and finance teams.
✅ Key Qualifications
- Bachelor’s Degree in Bachelor’s degree in law, Human Resources, Business Administration, or equivalent.
- 8+ years of total experience, including 4+ years in HR & Legal within Saudi Arabia.
- Fluency in Arabic (mandatory) and English (professional level).
- Knowledge of Saudi Labor Law, GOSI, Qiwa, Mudad, Absher, and other government portals.
- Experience working with law firms, regulatory bodies, courts, and government institutions.
- Must have handled media licensing, labor disputes, and Saudization programs.
⭐ Preferred Skills
- Strong leadership and people management qualities with emotional intelligence.
- Ability to independently drive compliance, resolve disputes, and manage audits.
- Excellent legal writing, HR documentation, and reporting skills.
- Knowledge of the gaming/retail/esports industry is a strong plus.
- Deep understanding of insurance, compensation structuring, and legal frameworks.
Desired Candidate Profile
- Minimum bachelor's degree in human resources, Law, or a related field.
- Possession of relevant certifications such as SHRM-CP/SCP or CIPD is highly desirable.
- Minimum 8 years of progressive HR and Legal experience within the Saudi Arabian market.
- Proven experience in a specific industry relevant to the company (e.g., construction, retail, finance).
- Preference for Saudi National candidates with a strong understanding of local culture and regulations.
- Fluency in Arabic and English (written and spoken) is essential for effective communication.
- Strong understanding of KSA labor laws, including employment contracts, visa regulations, and dispute resolution.
- Excellent interpersonal, communication, and negotiation skills, with the ability to build rapport and influence stakeholders.
- Ability to work independently, manage multiple priorities, and maintain confidentiality in a fast-paced environment.
