Job Description

KEY ACCOUNTABILITIES


HR Budget Oversight & Workforce Cost Management


Lead the planning, monitoring, and control of the HR budget, ensuring alignment with organisational priorities and financial constraints.


Work with the talent Acquisition team and Operations team to review and monitor workforce cost analysis


Establish and maintain robust budget tracking tools and reporting mechanisms, ensuring transparency and accuracy.


Provide regular insights and recommendations to senior leadership on cost optimization and resource allocation.


 


Organisational Design & Job Architecture


Design and review organisational structures to ensure alignment with strategic objectives, operational efficiency, and governance frameworks.


Ensure all structures adhere to defined organisational design principles (e.g., spans and layers, role clarity, accountability frameworks).


Lead restructuring initiatives, including job evaluation, grading alignment, and role redesign.


Partner with business leaders to ensure workforce models are fit-for-purpose and future-oriented.


Lead organisational design and job architecture initiatives, including structure optimization, job evaluation, and grading frameworks, ensuring consistency, equity, and alignment with organisational design principles and operating models


 


Audit, Compliance & Governance


Lead HR-related audits, including organisational structure reviews, workforce compliance, and budget adherence.


Ensure alignment of HR practices with internal governance frameworks, public sector requirements (where applicable), and external regulatory standards.


Identify risks related to workforce planning, contracts, and structures, and implement mitigation strategies.


Act as the focal point for internal and external audit engagements related to HR.


 


Policy Development, Consolidation & Legal Alignment


Lead the review, consolidation, and harmonization of HR policies to ensure clarity, consistency, and usability.


Ensure all policies are aligned with applicable labour laws and regulatory requirements, translating legal frameworks into practical HR guidance.


Work closely with legal teams and external advisors to validate compliance and anticipate regulatory changes.


Drive policy communication and implementation to ensure understanding and adherence across the organization


 


Stakeholder Engagement & Advisory


Act as a strategic partner to senior leadership, providing expert advice on workforce budget implications, and organisational effectiveness.


Engage with external stakeholders, including government entities, regulators, and auditors, on matters related to HR governance and compliance.


Collaborate with finance, legal, and operational teams to ensure integrated decision-making.

Support change management efforts related to restructuring, policy shifts, and workforce transformation


 


QUALIFICATIONS, EXPERIENCE, & SKILLS


 


Minimum Qualifications:


University degree in Human Resources, Business Administration, Finance, Law, or a related field.


Minimum Experience:


Minimum of 6-8 years of progressive experience with significant exposure to organisational design, with a proven background in Audit and budget management is mandatory. 


Proven experience in leading organisational restructuring and HR audits within complex, multi-stakeholder environments.


Job-Specific Skills:


Strong understanding of labour law and its practical application within HR frameworks (experience in [UAE labour law] is an asset).


Demonstrated ability to translate strategy into operational frameworks and governance mechanisms.


Ability to operate at both strategic and operational levels, influencing senior stakeholders and driving organisational outcomes.


Excellent communication and interpersonal skills, with the ability to build trust and credibility across all levels of the organisation.


Languages: English is mandatory. Arabic and French are an added value
