Position Overview
Parsons Corporation is seeking an experienced **NOC Coordinator (Infrastructure & Rail)** to join its Dubai-based construction supervision team. This role focuses on managing and expediting No Objection Certificates (NOCs) and approvals for a major metro and rail infrastructure project. The successful candidate will serve as the key liaison between Parsons, government authorities, and service agencies, ensuring timely approvals and seamless coordination across all project stages.

Key Responsibilities

* Coordinate with Dubai and UAE government authorities to obtain necessary NOCs and approvals for all project activities.
* Serve as the primary liaison between Parsons, the client, contractors, and service authorities for NOC-related issues.
* Track and monitor NOC submission progress to ensure timely completion and compliance with local standards.
* Support design and construction teams by reviewing documentation and providing feedback to align with authority requirements.
* Attend coordination and progress meetings, providing regular updates on NOC status and addressing bottlenecks.
* Ensure accurate documentation and version control of NOC drawings, correspondence, and permits.
* Prepare weekly and monthly reports summarizing NOC progress, issues, and action plans.
* Coordinate with internal project teams to mitigate potential delays due to pending approvals.
* Manage communication and follow-ups with key authorities including RTA, DEWA, DM, Etisalat, DU, and other utility providers.
* Maintain organized records of NOC submissions, approvals, and renewals for auditing and reference.
* Support continuous improvement initiatives for NOC workflows and project approval procedures.
* Travel to authority offices and project sites as required to expedite approvals and resolve pending matters.

Ideal Profile

* Bachelor s degree in Civil, Mechanical, or Electrical Engineering from a recognized institution.
* 7 10 years of proven experience as an NOC Coordinator within infrastructure, utilities, or transportation projects in Dubai.
* Strong understanding of Dubai and Northern Emirates authority processes, particularly RTA and DEWA systems.
* Excellent organizational and communication skills, with attention to detail and accuracy in documentation.
* Ability to coordinate with multiple stakeholders and manage competing priorities.
* Fluent in English; working knowledge of Arabic preferred.
* Valid UAE driving license and ability to travel frequently for authority coordination.
