Roles & Responsibilities

JOB PURPOSE

Lead the design of structures, policies, workforce plan and compensation & benefits frameworks that ensure organizational agility, competitiveness and compliance, while developing strategic HR initiatives aligned with the Group’s long-term business objectives and government excellence mandates. Drive excellence frameworks that promote innovation, employee engagement, and continuous improvement to build a resilient, engaged and future-ready organization.

CORE JOB RESPONSIBILITIES

Strategy, Policies and Procedures

  • Define and implement the Group’s HR strategy, ensuring alignment with business objectives and government excellence frameworks.

  • Establish HR strategic plans, KPIs, and reporting dashboards to provide data-driven insights for leadership decision-making.

  • Lead the development and governance of HR policies, procedures, and frameworks in compliance with UAE labour laws and international best practices.

  • Drive internal excellence programs and coordinate submissions for government excellence awards and certifications.

  • Safeguard sensitive strategic information, ensuring confidentiality and protecting the interests and reputation of 7X.

    HR Strategy & Excellence

  • Translate the Group HR vision into actionable strategies, initiatives, and KPIs.

  • Lead HR strategy execution, ensuring integration with business objectives and business excellence frameworks.

  • Manage HR performance dashboards, benchmarking, and reporting to support the Executive Director in decision-making.

  • Oversee HR policy development and continuous improvement in line with best practices. Define key performance indicators and success metrics.

    Organizational Development

  • Lead and oversee organizational structures, workforce planning models, C&B frameworks and job evaluation frameworks to optimize efficiency, agility, and alignment with business needs.

  • Direct and oversee manpower planning and workforce optimization across business units.

  • Align HR strategy, OD, and workforce plans with business strategy and financial objectives.

  • Lead change management and organizational transformation initiatives to enhance agility and effectiveness.

  • Partner with business leaders to align organizational design with strategic priorities.

  1. Total Rewards & Compensation

  • Develop and oversee Group-wide compensation and benefits frameworks, ensuring internal equity and external competitiveness.

  • Oversee rewards policies and incentive structures that drive performance, retention, and talent attraction.

  • Benchmark reward practices against market and industry standards to ensure ongoing alignment.

    Excellence & Benchmarking

  • Lead the development of internal HR excellence programs and oversee submissions to government excellence frameworks and certifications.

  • Benchmark HR practices with leading organizations to adopt best-in-class standards.

  • Ensure HR frameworks support innovation, compliance and organizational sustainability.

    Governance & Compliance

  • Oversee the development and governance of HR policies and procedures, ensuring compliance with UAE labour law, Emiratization requirements and international HR standards.

  • Safeguard HR governance, embedding consistency across all functions and business units.

  • Ensure HR strategy & OD initiatives comply with regulations and global standards.

  • Maintain organizational consistency by embedding governance across all HR functions.

  • Ensure HR policy compliance with corporate governance, DoA (Delegation of Authority), and audit requirements.

    Advisory & Stakeholder Engagement

  • Act as the key advisor to the Executive Director of HR on organizational development and HR strategy issues.

  • Provide insights on workforce cost structures, manpower planning, and total rewards impact on financial performance.

  • Partner with Talent Development, Employee Services and Total Rewards teams to ensure integrated HR service delivery.

  • Collaborate with group Finance and Business Heads on compensation budgeting, benefits cost optimization and aligning reward frameworks.

    Team Management

  • Ensure a high standard of employee motivation through regular employee communication, training and equipping with the best tools to achieve the maximum results.

  • Set comprehensive goals for performance & growth ensuring the team is capable of delivering the operational and strategic intent.

    Reporting

  • Present quarterly HR strategy execution updates, including progress against the HR roadmap and status of strategic initiatives, along with an annual HR strategy alignment report to the Executive Director – HR.

  • Deliver reports on HR excellence performance, organizational development, workforce planning, and rewards benchmarking to enable data-driven decision-making.

  • Provide recommendations on emerging HR trends, workforce analytics and policy improvements.

    Other Tasks

  • Perform any other responsibilities relating to this job request or work task as allocated by the Line Manager.

Desired Candidate Profile

Qualifications and Knowledge:

  • Master’s degree in human resources, Organizational Development, Business Administration, or related field.

  • Professional certification in SHRM-SCP or CIPD-Level 7 or equivalent.

  • Holds Korn Ferry certification in Job Evaluation and Rewards (preferred).

Experience:

  • 10-15 years of HR-OD experience, with at least 5 years in a senior leadership role.

  • Proven expertise in organizational design, HR strategy, workforce planning, Job evaluation, C&B framework and HR policy development.

Job Specific Skills (Technical Competencies):

  • HR excellence frameworks, benchmarking, and compliance.

  • Deep knowledge of UAE labour law, Govt excellence mandates and international HR standards.
