Job Description

Roles & Responsibilities

Role Purpose

This is a senior leadership role responsible for setting the strategic direction, governance, and delivery of Talent Acquisition, Employee Services, and HR Business Partnering across a complex, multi-entity organization. The role ensures workforce strategies, Emiratization outcomes, and employee lifecycle services are executed with consistency, compliance, and operational excellence, aligned with UAE labour regulations and business objectives.

Talent Acquisition Strategy & Workforce Governance

  • Lead Group-wide talent acquisition strategy aligned with manpower plans, workforce priorities, and budgets.

  • Define and govern recruitment operating models, sourcing strategies, and hiring frameworks.

  • Oversee Emiratization hiring programs and national workforce initiatives.

  • Establish internship and graduate programs to build future talent pipelines.

  • Govern recruitment agencies and vendors ensuring cost efficiency and service quality.

Manpower Planning, Budget & Outsourced Workforce

  • Oversee utilization of approved manpower budgets.

  • Govern outsourced workforce contracts, renewals, onboarding, and exits.

  • Ensure compliance with UAE labour regulations and SLAs.

  • Identify workforce optimization and cost-efficiency opportunities.

Employee Services & HR Operations

  • Oversee end-to-end employee lifecycle services.

  • Ensure compliant administration of contracts, offers, visas, medical insurance, MOHRE and GPSSA registrations.

  • Oversee total rewards processes including promotions and increments.

  • Ensure consistent application of HR policies.

HR Business Partnering & Employee Relations

  • Act as strategic advisor to senior leadership.

  • Oversee disciplinary, grievance, and employee relations processes.

  • Support sensitive cases in coordination with Legal.

  • Use workforce insights to drive corrective actions.

Reporting, Analytics & Stakeholder Alignment

  • Deliver executive-level HR reporting and analytics.

  • Support leadership decision-making through data-driven insights.

  • Coordinate with Legal, Finance, Audit, and Government Relations.

Leadership & Team Management

  • Lead and develop high-performing HR teams.

  • Set performance objectives and accountability standards.

  • Foster a service-oriented and compliant HR culture.

Desired Candidate Profile

  • Bachelor’s degree in HR, Business Administration, or related field.

  • SHRM-SCP, CIPD Level 7, or equivalent preferred.

  • 12–15 years HR experience with 5–7 years in senior leadership roles.
