Job Description
Roles & Responsibilities
The consultant will be expected to carry out the following tasks:
- Ecosystem Analysis and Mapping
- Map potential global partners, grantees, and stakeholders across the MENA region.
- Identify existing regranting mechanisms and draw lessons learned.
- Assess demand, needs, and gaps in current funding flows for climate justice actors.
- Feasibility and Structural Analysis
- Review Greenpeace MENA s internal capacity, policies, and readiness.
- Propose models for regranting (e.g., small grants, strategic grants, pooled funds).
- Identify governance, accountability, and risk management considerations.
- Legal, Financial, and Administrative Requirements
- Outline legal frameworks governing regranting in the Netherlands (foundation base) and in priority MENA countries.
- Recommend financial management and compliance mechanisms.
- Propose staffing, systems, and administrative structures needed.
- Partnership and Outreach Strategy
- Recommend approaches for engaging funders, intermediaries, and grassroots partners.
- Suggest partnership modalities (co-granting, consortia, donor alignment).
- Develop a communications and visibility strategy.
- Market Positioning and Strategy
- Assess Greenpeace MENA s niche and added value as a regrantor.
- Propose positioning strategy vis- -vis other funders/intermediaries.
- Recommend how Greenpeace MENA can ensure credibility, equity, and impact.
Desired Candidate Profile
The consultant (individual or team) should meet the following criteria:
- At least 10 years of experience in grantmaking, regranting, or philanthropic fund management.
- Demonstrated expertise in climate justice, environmental funding, or international development.
- Strong understanding of the MENA region s civil society landscape.
- Proven track record of conducting feasibility studies and organizational assessments.
- Familiarity with legal and financial compliance frameworks for NGOs and foundations.
- Excellent analytical, writing, and communication skills in English (Arabic/French is an asset).
