Roles & Responsibilities
Job Summary
The Tender, Market Access & Governmental Affairs Manager is responsible for overseeing tender operations, shaping market access strategies, and strengthening governmental and institutional engagement for pharmaceutical and consumer health portfolios. The role drives successful participation in tenders, formulary access, pricing processes, and relationships with key UAE authorities and stakeholders. In addition, this role conducts field visits and builds strategic partnerships to enhance product availability, reimbursement, and policy alignment.
Key Responsibilities
1. Tender Management
Lead end‑to‑end tender processes for all public and private procurement channels, including MOH, DHA, DOH, Armed Forces, Police, UPP, and major hospital groups.
Proactively monitor tender announcements, assess eligibility, and manage submission requirements in collaboration with internal teams (regulatory, finance, supply chain) and principals.
Ensure timely and compliant tender submission with accurate documentation and pricing.
Conduct post‑tender negotiations, clarifications, follow‑ups, and award communications with authorities and principals.
Track tender performance, contract execution, and supply continuity.
2. Market Access & Pricing
Develop and execute market access strategies to enhance product adoption, reimbursement, and formulary inclusion.
Support pricing submissions, price revisions, and regulatory approvals based on UAE pricing frameworks and authority guidelines.
Monitor competitive pricing benchmarks, reimbursement updates, policy shifts, and access barriers.
Drive formulary listings, hospital access, and product evaluations with procurement, pharmacy, and therapeutic committees.
3. Governmental Affairs
Build and maintain strong relationships with health authorities, government institutions, and policy‑shaping bodies.
Track and interpret relevant healthcare policies, procurement reforms, and pricing regulations; proactively communicate impact to internal stakeholders and principals.
Advocate for favorable access conditions, aligned with compliance and ethical standards.
Engage in health authority initiatives, public–private partnerships, and strategic access opportunities.
4. Field Visits & Stakeholder Engagement
Conduct regular field visits to hospitals, medical cities, procurement departments, and government entities to strengthen partnerships and understand on‑ground access needs.
Build effective, productive relationships with key stakeholders—including tender committees, procurement managers, hospital pharmacists, and institutional decision‑makers.
Gather market insights, account feedback, and operational intelligence to support commercial and access strategies.
5. Principal Collaboration
Serve as the primary liaison with principals for tenders, market access, pricing, and governmental engagement matters.
Co-develop access strategies with principals, ensuring alignment with supply capabilities, brand priorities, pricing frameworks, and market dynamics.
Communicate tender outcomes, policy updates, and business opportunities to principals to support strategic decision‑making.
6. Commercial & Strategic Support
Analyze tender results, pricing scenarios, profitability, and win/loss metrics to support strategic planning.
Prepare forecasts, pricing models, budgets, and scenario analyses for commercial and tender decisions.
Provide market intelligence, competitor insights, and health‑economics–driven recommendations to senior management and sales leadership.
7. Compliance & Governance
Ensure all tender activities, pricing actions, and governmental engagements comply with UAE laws, regulatory requirements, tender rules, and internal governance.
Maintain complete, accurate, audit‑ready documentation, contracts, tender records, and compliance files.
Uphold ethical standards in all interactions with authorities and decision‑makers.
Desired Candidate Profile
Bachelor’s degree in Pharmacy, Life Sciences, Healthcare, or related field (Master’s degree preferred).
5–8 years’ experience in pharmaceutical tenders, market access, pricing, or governmental affairs within a distributor or pharmaceutical company.
Strong knowledge of UAE procurement systems, governmental structures, pricing regulations, and institutional access pathways.
Demonstrated experience managing government and institutional tenders end‑to‑end.
Proven ability to engage and influence governmental bodies and institutional stakeholders.
Excellent analytical, communication, negotiation, and stakeholder management skills.
Strong organizational, documentation, and compliance discipline.
Fluent in English; Arabic is an added advantage.
