Job Description
Roles & Responsibilities
Lead the design and execution of the Group’s Organizational Development and HR Strategy, including organizational structures, workforce planning, compensation & benefits, and HR governance frameworks. Drive HR transformation aligned with business strategy, government excellence mandates, and long-term organizational sustainability.
Key Responsibilities
1. HR Strategy & Governance
Develop and implement HR strategy aligned with business and government excellence frameworks
Define HR KPIs, dashboards, and analytics for executive decision-making
Ensure HR policy governance and compliance with UAE Labour Law and international standards
Lead submissions for government excellence awards and benchmarking initiatives
2. Organizational Development & Workforce Planning
Design organizational structures, job evaluation frameworks, and workforce planning models
Drive manpower planning and organizational optimization across business units
Lead large-scale change management and transformation programs
3. Total Rewards & Compensation
Develop and govern Group-wide C&B strategy ensuring internal equity and external competitiveness
Lead benchmarking, grading, and reward frameworks
Design incentive structures aligned with performance and retention strategy
4. HR Analytics & Performance Excellence
Build HR dashboards, workforce analytics, and reporting frameworks
Provide insights on workforce cost, structure, and productivity
Drive continuous improvement and HR excellence frameworks
5. Stakeholder & Advisory Role
Act as strategic advisor to Executive Director HR
Partner with Finance and Business Heads on manpower budgets and reward planning
Align HR strategy with business and financial objectives
6. Leadership & Team Management
Lead and develop a high-performing HR strategy & OD team
Set performance goals, capability development, and succession planning
Desired Candidate Profile
Master’s degree in HR, Business Administration, or Organizational Development
SHRM-SCP / CIPD Level 7 or equivalent (preferred)
Korn Ferry certification in Job Evaluation & Rewards (advantage)
10–15 years HR experience with 5+ years in senior leadership roles
Strong exposure to semi-government, consulting, or large complex organizations.
